Популизм, «народ» и народный суверенитет

Аннотация
Одно из главных популистских критических замечаний в отношении либеральной демократии заключается в том, что реальная политическая власть находится не в руках «народа», а в руках «элиты» и «неподконтрольных институтов», которые действуют не в интересах народа, а скорее правят им. Другими словами, голос народа исчезает – или, по крайней мере, приглушается – через процедуры, представительство и такие институты, как парламент и судебные органы. Заявленной целью популизма, таким образом, является «возвращение власти народу», в частности c помощью энергичного лидера, а также посредством мажоритаризма и инструментов прямой демократии, включая референдумы и другие плебисцитарные инструменты. Однако на самом деле существует значительный разрыв между идеей народного суверенитета, понимаемой как желаемый идеал, и ее реализацией на практике. В данной статье обсуждается этот разрыв и выявляются определяющие черты «идеально-типического» популистского дискурса, особенно в том, что касается народного суверенитета и концепта «народ». Автор утверждает, что популизм имеет две основные характеристики, соотносящиеся с этими двумя ключевыми понятиями. Во-первых, популизм инструментализирует неоднозначную природу понятия «народ». Во-вторых, он продвигает концепцию «народа» как субъекта, стоящего над законом, или populus legibus solutus est (народ не связан законами), который, как таковой, в конечном итоге не может быть связан правовыми, конституционными или институциональными ограничениями.
