Abstract
There are two approaches to human rights teaching in Russia. The educated service class – administrative intelligentsia – attaches priority to social and economic rights, the state concern of a man. They promulgate the ideas of obedience, etatism and conservatism. Civil intelligentsia gives preference to personal and political rights, the right of a man to use freely his capabilities pursuing happiness. They encourage Western humanistic values adoption and the struggle for human rights.
