Abstract
The article describes the structural and dynamic model of a speech action (its component structure and encoding operations) in terms of speech activity theory. The speech action is treated as a conventional pragmatic sign: its content plane is represented by communicative tactics and speech intentions, while expression plane is done by a speech genre and a speech step. The encoding operations are done as the basis of pragmatic competence of a language personality.
