Abstract
It is necessary to expand powers of the constitutional Court of the Russian Federation creating a Board to review the constitutionality of the judicial enforcement system. The new Civil Procedure Code is required to reflect the position that instructions of higher courts based on constitutional principles and norms, relevant acts of the constitutional Court of the Russian Federation are mandatory.
