Abstract
The article deals with the human rights and freedoms priority concept as an integral part of liberalism, its origin and importance, as well as its correlation with the categories of private and public interest, the common good. The author criticizes the approach that repudiates this concept within liberal theory. Person- and socio-centered societies and the corresponding types of states are determined using this particular criterion of priority attention to the human rights and freedoms protection.
