Abstract
The aim of this work is to study the Charter of state of Poland of November, 27, 1815 on constitutional and legal reduction as part of the legislative acts «singularity» in the system of sources of Russian law of the XVII – beginning of XX centuries. The subject is the norms enshrined in the Charter of state of Poland of November, 27, 1815. To achieve the objective of the paper the author used general and special methods inherent in the philosophical, legal, historical sciences. The scientific novelty lies in the fact that for the first time from the standpoint of a "hermeneutic semiotics" the statutes of the Сharter of state of Poland of November, 27, 1815 were analyzed, which legally established the status of the head of state and acted as a local quantum – «the original particle of state law», the foundation for creating and developing the basic constitutional-legal institutions in the Russian Empire. The Charter showed the status of the emperor, including the Tzar’s competences, unlimited and extremely diverse by nature, manifested in his key powers regarding the state management and administration and ruling different areas of the society life; as well as a panoramic view of the legislative powers of the Parliament – the body of popular representation, – which possessed the right of legislative initiative etc. The author ends with the conclusions expressing his position and, for the first time, offering to treat the legal act as «legal singularity», however, partly, because a single act was presented in the article.
