Abstract
In the article the author analyzes debatable questions of budgetary responsibility. The author explores characteristic signs and elements of the budgetary responsibility. The author suggests that the budgetary responsibility should be regarded as an independent type of legal responsibility. That is why the author proposes to amend the current legislation.
