Abstract
The modern administrative states have been trying to be more like Western countries. They simulate the creation of a similar state mechanism. However, the authorities in this mechanism perform other functions. The constitutional court established in the administrative state intends to imitate the protection of the Constitution and to legitimize the unconstitutional properties of the administrative state.
