The article describes the basic legal problems of professional standards’ adoption and application. Particularly, the author draws attention to the gap between the content of professional standards and the requirements of the law. It also should be noted that professional qualification requirements are not clearly defined; the Ministry of Labour’s information letters on professional standard matters are often undue and vague.
