Abstract
Under the pressure of democratic countries, all administrative states are forced to recognize the value of human rights and ensure their implementation. Nevertheless, they carry out it by defective means. A false or declaratory constitutional act is adopted. Public authorities are unable to carry out their functions effectively. Society is excluded from the protection of human rights. The state poses obstacles to monitoring the observance of human rights by international organizations.
