Abstract
At the moment, there is a division among banks according to five kinds of licenses based on a number of bank operations. A group of systemic banks should be mentioned as well, but banks have never been classified by the size of the capital, although this idea is the first coming to mind while classifying. Starting from 2019, there will be two types of banks – basic and universal ones. This change will certainly limit the capabilities of banks and significantly transform the parameters of their activities. The change will also affect the evaluation of counterparties because of the list of information disclosed by the counterparty, but it can reduce the regulatory pressure from the Bank of Russia. The regulator has decided to carry out this reform in order to eliminate unequal position of small regional banks and federal ones. According to the leaders of the Bank of Russia this innovation will allow banks with a basic license to attract more funds from small and medium businesses, as well as from the population. The purpose of this research is to analyze possible changes in the banking sector and assess their impact on the future of credit institutions. However, will these changes help to solve the current problems? Does everything depend on the "hand" of the regulator? Banks need to understand the purpose of these changes rather than try to use this pretext to avoid responsibility and tax and regulatory control.
