Abstract
The paper explores the political and legal ideas of A. D. Gradovsky, a conservative-liberal, a historian of Russian law, one of the founders of political science, a researcher of the constitutional law of European countries. The author analyzes the scientist's thoughts about public and legal ideals, the role of a local authority, and the interaction of the state and society in forming a stable State.
