Abstract
The article analyzes the argumentation used in the Resolution of the Constitutional Court of the Russian Federation of 25 December 25, 2020 No. 49-P. It emphasizes the situational nature of this document. In the author's opinion, this Resolution made up for the lack of legitimacy of decisions of the state authorities of the constituent entities of the Russian Federation aimed at human rights restrictions. The author focuses on the fact that the values of life and health, and, accordingly, human rights associated with these values, are considered by the Constitutional Court of the Russian Federation as one of the core benchmarks of the Russian legal system.
