Abstract
At the beginning of the article, it is noted that neither the encyclopedias nor the law textbooks disclose the concept of a “digital state”. In this context, the authors turn to an analysis of the legal literature on the subject and propose an algorithm for the digital evolution of society. Its analysis shows that after the creation of e-government, it is necessary to proceed to the process of forming a digital government, which should be understood as an important modernization of the work of state authorities, connected with the introduction and use of new digital technologies in the work of state and local government authorities, their interaction in the exchange of large data, digital documents, with public administration, as well as with the establishment of permanent digital feedback with citizens and civil society institutions, in order to include them in the debate and, in legally established cases, in the solution of important state and municipal problems. The authors propose an understanding of the digital state in terms of two hypostases. Firstly, as a theory of technological modernization of the country, and secondly, as an important historical stage in the development of the state, in which all functions, tasks and services of the state are carried out through the use of modern digital technologies.
