Abstract
Social rights are an essential part of the legal status of an individual, a valuable qualitative indicator of the degree of development of civil society and the government’s accountability to its citizens. They have an impact not only on the attainment of social equality and social justice, but also, which is especially important at the present moment, on the level of the advancement of democratic institutions. It is only with the active life stance of each member that allows civil society to achieve a high degree of development, determined primarily by the effectiveness of the implementation of social rights, that the welfare state can become legal de facto.
