Abstract
This article is devoted to topical issues of the banking system reform in the Russian Federation. The paper considers the Federal law on the division of the levels of the national banking sector in the framework of improving the banking sector. In order to improve the financial stability of the Russian banking system, the mega-regulator is carrying out systematic work on its development and stabilization. During the implementation of the Basel standards and the necessary improvement in the effectiveness of banking supervision, the Central Bank of the Russian Federation decided to move to proportional regulation. The prerequisites for the transition to this type of banking regulation are analyzed. The main proposals put forward by the banking community in response to the actions of the Central Bank of the Russian Federation are also presented. The prospects of introducing these changes and their impact on the participants of the banking market and the current economic situation are evaluated.
