Abstract
The recognition of the Kyrgyz Republic and the Russian Federation as sovereign and social states on a constitutional level establishes the highest priorities for their development. The conference focused on the development of a legal and social state. The conference explored the implementation of the principle of separation of powers, the strengthening of family, parental, and childhood institutions, the creation of conditions for a decent life for individuals and citizens, the conduct of free elections and referendums, the promotion of local self-government, the establishment of mechanisms for dialogue between government and society, the implementation of public oversight, and the engagement of youth in governance – these are all essential aspects of building a legal and social state. In the course of the conference, the participants put forward pertinent amendments to the current legislation of their respective countries with the aim of enhancing the mechanisms for establishing and fostering a legal and social state. They also discussed positive trends in legislative development and law enforcement practices.
